In 2009, the PATROL Annual Report Award was launched to promote and share best practice amongst councils in the production of parking annual reports. The shortlist has now been announced.
The Traffic Management Act 2004 came into force on 31 March 2008. With this came the expectation that local authorities would produce an annual report about their civil enforcement activities.
The PATROL Joint Committee recognises the importance of public information and commissioned the PATROL web site to provide information on the civil enforcement process.
In 2009, the PATROL Annual Report Award was launched to promote and share best practice amongst councils in the production of parking annual reports in order increase public understanding of civil parking enforcement.
PATROL commissioned an independent group to review councils' reports for 2008/09. The group, comprised: David Marklew (Chair), retired City Engineer of Winchester, David Leibling representing the RAC Foundation, Karen Naylor, Parking Manager from Waltham Forest and Colin Eaketts from the Integrated Transport Unit of the Welsh Assembly Government.
A framework was established for judging the entries including: presentation; local context, customer service, performance, statistics and finance.
37 councils submitted their reports for the inaugural award however the Review Group was unanimous in reaching their shortlist which was announced at PARKEX on 2 March:
Brighton and Hove Council
Colchester Borough Council
Sheffield City Council
Torbay Council
Weymouth and Portland Borough Council
The overall winner will be announced in May.
