Step 4:

My formal challenge was rejected by the Council which issued my ticket. Can I appeal?

The council must respond to your representations within 56 days of receiving them.

If the council rejects your formal representations against the PCN it will send you a Notice of Rejection (NOR), which explains how you can continue with the challenge process or pay the Penalty within 28 days of the NOR being served. This letter will include a Notice of Appeal (NOA) form.

You should use the NOA to appeal to the independent adjudicator at the Traffic Penalty Tribunal. You must send this form to the Traffic Penalty Tribunal before the end of the period of 28 days beginning with the date the Notice of Rejection was served (deemed to be two working days after the date of posting). Adjudicators are impartial.
