3) Fixed Penalty Notices, Standard Charge Notices or Excess Charge Notices issued by councils not in the Civil Enforcement Scheme or Police.
Some local authorities issue parking tickets in their car parks and in metered or pay and display bays on the street, although not under the legislation referred to above. These are commonly known as "Excess Charge Notices" or "Standard Charge Notices". They are processed by the local authority and enforcement takes place in the local Magistrates Court.
4) Penalties issued by organisations operating on private land.
From 1st October 2012 wheel clamping and vehicle removal on private land in England and Wales will be banned. Organisations that operate car parks on private land may issue parking penalty notices or tickets. To pay or challenge these, you will have to contact the organisation whose name and contact details appear on the parking penalty notice or ticket that has been issued.
The landholder can now pursue the registered keeper for payment of the parking charge if this person does not identify who was driving the car when the alleged parking contravention occurred.
