In certain circumstances, as the owner of the vehicle you may not receive the PCN on your vehicle. In this instance the first you hear about the contravention is via the Notice to Owner (NTO) which arrives through the post.
A council sends you an NTO if:
- It has not had payment or a challenge from the driver before the end of the period of 28 days beginning with the date of service of the PCN;
The NTO tells the vehicle owner that a PCN was issued and has not been paid.
If you wish to make representations to the council it is best to use the NTO form with extra sheets attached if necessary.
