In this section of the website you will find a detailed explanation of the parking penalty enforcement process, including how to pay, how to challenge and how to appeal if a challenge is rejected.

Step 1: What type of ticket have you been issued?

The process will vary depending on the type of ticket you have been issued.  Please select the type of ticket you wish to find out more about.


I have been issued a Penalty Charge Notice (PCN) by a Civil Enforcement Officer (CEO)

This is the most common type of ticket issued. It is usually attached to the vehicle or handed to the driver in the street.

I have been issued a Penalty Charge Notice (PCN) by post

In certain situations where it has not been possible to attach a PCN to a vehicle it will be sent to the owner in the post.

I have received a Notice To Owner but no Penalty Charge Notice (PCN)

If a PCN is issued, and no attempt to pay or challenge is made within 28 days, an NTO will be sent to the registered address of the vehicle owner.

My car has been clamped or removed

Councils have the right to remove (tow away) or immobilise (clamp) a vehicle in certain circumstances.

I have received a bus lane ticket

Civil enforcement authority councils now have the power to make and enforce moving-traffic regulations.
