There are over 200 councils in England (outside London) and Wales that have taken on civil-enforcement powers, issuing Penalty Charge Notices (PCNs) - parking tickets. Additional councils continue to join. Civil Enforcement Authorities operate under the Regulations from the Traffic Management Act 2004.

Please note this PATROL site only relates to PCNs issued by member councils. If you have been issued with a PCN that does not come from a council in England (outside London) and Wales and is therefore not a member of the PATROL scheme, although some of the information on this website may be relevant, it will not necessarily apply in full to your case.
